Dear Mrs. Mitova,

The National Energy Chamber (the Chamber) is the largest employers’ organization, uniting more than half of private investors in the electricity sector across all its segments – generation, trading, distribution and supply, companies – technological leaders, with billions of investments over the last 20 years in Bulgaria’s energy, system providing services to nearly five million customers. Since its establishment, the Chamber has consistently advocated for the independent and expert based regulatory authority as key to protecting the public interest. In relation to point II, sub-point 3 of the Procedural Rules for the conditions and procedure for proposing a chairman and two members of the Energy and Water Regulatory Commission, the Chamber declares

its full and firm support for the candidacy of Mrs. Meglena Nikolova Rusenova for chairman and member with experience in the energy sector of the Energy and Water Regulatory Commission.

Our support is based on the following arguments.

Mrs. Rusenova is a proven over time professional with objective contributions to the stabilization and development of the sector. As a member of the Board of Directors of the Fund “Security of the Electricity System”, she has been part of key decisions ensuring financial stability and predictability on the market. In this capacity, she responsibly protects the balance of interests between producers, traders, consumers, and operators and is a guarantor of transparency and fairness of the decisions made. As a member of the exchange council of the Bulgarian Independent Energy Exchange EAD, she actively participates in forming recommendations for the development of the organized electricity exchange market.

We are convinced that she has an in-depth understanding of the sector’s complexity, its dynamics, and strategic potential. This is evidenced not only by her expert skills, her successful management of various operational segments in the sector but also by her detailed knowledge of the regulatory framework. She is a recognizable and consistent voice in defence of principled and reasonable solutions, and during public discussions of important reforms, she has contributed with developed proposals, analyses, and positions, including with warnings to avoid negative effects. We believe that Mrs. Rusenova possesses the necessary highly professional background to take a leadership position in the authority regulating the relations between all parties affected in the sector, and we believe she is best able to defend an expert vision for the development of EWRC in the public interest.

Thirdly, but perhaps most importantly, Meglena Rusenova is recognized as a person with impeccable reputation and uncompromised integrity. She is a highly respected member of our professional community, a sought-after expert and advisor, both by businesses and by the responsible institutions in Bulgaria and the European Union. In her name, the distinguished chairperson and member, who is seeking solutions through dialogue, respect, and balance of interests, acting within the framework of law and decorum.

Due to these arguments, the National Energy Chamber declares its full and categorical support for the candidacy of Mrs. Meglena Rusenova for chairman and member of the Energy and Water Regulatory Commission.
